Welcome to JusticeLink.
JusticeLink is a digital justice-access and case-routing platform designed to help users identify appropriate justice institutions, access legal information, submit and track matters, locate relevant services, and communicate with authorized justice institutions and service providers.
These Terms of Service ("Terms") govern your access to and use of the JusticeLink website, web application, mobile application, USSD services, APIs, and related services (collectively, the "Service").
By creating an account, accessing, or using JusticeLink, you agree to these Terms. If you do not agree with these Terms, you should not use the Service.
1. About JusticeLink
JusticeLink is intended to improve access to justice by helping users:
- identify appropriate channels for reporting or resolving matters;
- submit and track justice-related cases or requests;
- access legal information;
- locate nearby justice, police, legal-aid and other relevant services;
- communicate information to authorized institutions;
- receive notifications relating to submitted matters; and
- obtain AI-assisted legal information and case-routing assistance.
JusticeLink does not replace courts, police authorities, Local Council institutions, lawyers, legal-aid organizations, government authorities, or other legally authorized institutions.
2. Eligibility
You may use JusticeLink if you are legally capable of entering into these Terms.
Where the Service is used by or on behalf of a child or another person who cannot legally consent to the processing of their personal data, the applicable parent, guardian, representative, or lawful authority must provide any required consent or authorization.
Users must provide truthful and accurate information when creating and verifying an account.
3. Accounts
Some JusticeLink features require an account.
When creating an account, you agree to:
- provide accurate information;
- keep your account information up to date;
- protect your password and authentication credentials;
- not share your account with another person;
- immediately report suspected unauthorized access; and
- not create an account for another person without authorization.
JusticeLink may require account verification before certain features become available.
JusticeLink may suspend or restrict an account where there is reasonable evidence of fraud, impersonation, abuse, unauthorized access, unlawful activity, or violation of these Terms.
4. User Roles
JusticeLink may provide different account roles, including citizens, police users, Local Council users, District Administrators, System Administrators, legal-aid personnel, or other authorized users.
Access to information and system functions depends on the user's authorized role.
Users must not attempt to access information, dashboards, cases, documents, accounts, administrative functions, or other resources that their role does not authorize them to access.
5. Case Reports and Submissions
Users may submit complaints, reports, requests, supporting information, documents, photographs, location information, or other material through JusticeLink.
You are responsible for ensuring that information you submit is accurate to the best of your knowledge.
You must not knowingly:
- submit false reports;
- impersonate another person;
- fabricate evidence;
- submit malicious or fraudulent information;
- use JusticeLink to harass or threaten another person;
- submit unlawful or malicious content; or
- deliberately interfere with the processing of another person's case.
Submitting information through JusticeLink does not by itself mean that a police investigation, court proceeding, Local Council proceeding, or other official process has commenced.
Where appropriate, JusticeLink may route or transmit submitted information to an authorized institution.
6. Case Routing
JusticeLink may use rules, software, AI-assisted analysis, location information, user-provided information, and other available information to suggest an appropriate institution or service.
A routing recommendation is an assistance feature and is not a binding determination by a court, police authority, Local Council, lawyer, or other competent authority.
The receiving institution remains responsible for determining whether it has jurisdiction or authority over a particular matter.
7. Legal Information and AI
JusticeLink may provide AI-assisted legal information, legal-information search, case-routing assistance, summaries, explanations, or suggestions.
AI-generated information is provided for general informational and access-to-justice purposes.
It:
- is not a substitute for advice from a qualified lawyer;
- does not create an advocate-client relationship;
- does not constitute a court decision;
- does not guarantee a legal outcome;
- may contain errors, omissions, outdated information, or incorrect interpretations; and
- should be independently verified where the matter is important, urgent, or legally consequential.
Users should consult a qualified lawyer or appropriate authority where professional legal advice or representation is required.
Where JusticeLink provides references to legislation or other legal sources, users should consult the original source where appropriate.
8. Emergency Assistance
JusticeLink may provide emergency-assistance or nearby-service functionality using available location and service information.
Users should not rely exclusively on JusticeLink during an emergency.
Where immediate danger exists, users should contact the appropriate emergency service or authority directly.
JusticeLink does not guarantee the availability, accuracy, response time, location, operational status, or effectiveness of any emergency or third-party service.
9. Location Services
Certain JusticeLink features may use your device's location to help identify nearby:
- police stations;
- justice institutions;
- Local Council offices;
- District Administration services;
- legal-aid services; or
- other relevant services.
Location access may depend on your device and browser permissions.
If you deny location access, certain location-based features may not function correctly.
10. Third-Party Services
JusticeLink may integrate with third-party services, including mapping, communication, authentication, AI, cloud infrastructure, email, SMS, legal-information and other service providers.
Examples may include mapping services such as Google Maps, communication services, cloud hosting providers, AI providers, and legal-information sources such as the Uganda Legal Information Institute (ULII).
Third-party services are governed by their respective terms and privacy policies.
JusticeLink does not control third-party services and cannot guarantee their availability or accuracy.
11. User Content
You retain applicable rights in content that you submit to JusticeLink.
By submitting information through the Service, you grant JusticeLink the rights necessary to store, process, transmit, display, analyze, and otherwise use that information for the purposes for which the Service is provided, including routing and processing your case.
JusticeLink will handle personal information in accordance with its Privacy Policy and applicable law.
12. Prohibited Uses
You must not use JusticeLink to:
- commit or facilitate unlawful activity;
- impersonate another person or institution;
- obtain unauthorized access to accounts or systems;
- interfere with system security;
- distribute malware or malicious code;
- attempt to bypass authentication or authorization;
- scrape or systematically extract protected information;
- access another user's private information without authorization;
- submit knowingly false cases or reports;
- abuse emergency or justice services;
- harass, threaten, defame, or intimidate other users;
- exploit system vulnerabilities without authorization; or
- use the Service in a manner that violates applicable law.
13. System Security
Users must not attempt to circumvent JusticeLink's security controls.

Do not exploit, disclose, or publicly distribute information obtained through an unauthorized security test or vulnerability.
14. Intellectual Property
JusticeLink's software, design, branding, logos, interfaces, documentation, databases, and other original materials are owned by or licensed to JusticeLink unless otherwise stated.
You may not reproduce, modify, distribute, sell, reverse engineer, or commercially exploit JusticeLink's protected materials without authorization, except where permitted by applicable law.
15. Availability
JusticeLink is provided on an ongoing basis but may occasionally be unavailable due to:
- maintenance;
- upgrades;
- technical failures;
- network problems;
- third-party service interruptions;
- cybersecurity incidents;
- power or infrastructure failures; or
- circumstances beyond our reasonable control.
We do not guarantee uninterrupted availability.
16. Accuracy of Information
JusticeLink aims to provide useful and accurate information but cannot guarantee that all information is complete, current, accurate, or suitable for every situation.
Legal information, maps, institutional information, contact details, service availability, AI-generated content, and other information may change.
Users should verify important information with the relevant authority.
17. Privacy
Your use of JusticeLink is also governed by our Privacy Policy.
The Privacy Policy explains how JusticeLink collects, uses, stores, shares, protects, and retains personal information.
18. Cookies
JusticeLink may use cookies and similar technologies for functionality, security, preferences, analytics, and other legitimate purposes.

19. Suspension and Termination
We may suspend or terminate access where:
- these Terms are violated;
- an account is involved in fraud or abuse;
- continued access creates a security risk;
- access is required to be restricted by law or lawful authority; or
- the Service is discontinued.
Where reasonably appropriate, users may be given an opportunity to address the relevant issue.
Termination does not remove obligations that by their nature continue after termination.
20. Disclaimers
To the maximum extent permitted by applicable law, JusticeLink does not guarantee:
- a particular legal outcome;
- that a case will be accepted by a particular institution;
- that a police investigation will occur;
- that a court will hear a matter;
- that a Local Council will resolve a dispute;
- that legal-aid services will be available;
- that emergency assistance will arrive within a particular period;
- uninterrupted access to the Service; or
- complete accuracy of AI-generated or third-party information.
21. Limitation of Liability
To the maximum extent permitted by applicable law, JusticeLink will not be responsible for losses arising from:
- decisions made solely on the basis of AI-generated information;
- actions or omissions of third-party institutions;
- incorrect information submitted by users;
- third-party service interruptions;
- unauthorized use of an account caused by the user's failure to protect credentials;
- inaccurate third-party information; or
- events outside JusticeLink's reasonable control.
Nothing in these Terms excludes liability that cannot lawfully be excluded or limited.
22. Changes to These Terms
JusticeLink may update these Terms from time to time.
When material changes are made, JusticeLink may provide notice through the Service or other reasonable means.
Your continued use of the Service after the updated Terms become effective constitutes acceptance of the updated Terms, to the extent permitted by law.
23. Governing Law
These Terms shall be governed by the laws of Uganda.
Any dispute concerning these Terms shall be handled in accordance with applicable Ugandan law.
